PACER Plus

Tuvalu ratified the Pacific Agreement on Closer Economic Relations Plus, or PACER Plus, on the 31st of January, 2022, making us the 9th country to ratify the agreement.

Accomplishment
The PACER Plus Implementation Unit (PPIU) is the implementation arm of the Agreement, and through the Development and Economic Cooperation, or DEC Work Programmem, of the Agreement has provided assistance in implementing the agreement in Tuvalu. Some of the main accomplishment in the implementation of the agreement in Tuvalu includes:

  • Capacity building and assistance in Tariff Transposition from HS2012 to HS2017, and recently, to HS2022.
  • Funding a Nation-wide Consultation to create awareness and promote the Agreement and its benefits for Tuvalu.
  • Funding Training on PACER Plus Rules of Origin to enhance knowledge and understanding of key stakeholders and agencies on the Rules of Origin and its verification procedures under PACER Plus.

Sponsoring Tuvalu’s participation in the Pacific Labour Mobility Annual Meeting (PLMAM)

Looking Ahead
The PPIU is mandated to manage and operate the DEC Work Programme to implement the agreement within a 5-year period starting June 2021. Tuvalu is expecting more support from the DEC Work Programme to help implement the agreement in Tuvalu. We are expecting support in the following areas:

  • ePhyto training
  • Investment Provision review
  • Tourism sector development
  • Labour Mobility mapping

Enhanced Integrated Framework Tier 2 Project - Tuvalu TIPS

The overall objective of the project is to assist Tuvalu Government in achieving goals of “Te Kakeega III”, the National Strategy for Sustainable Development. The specific objectives are to: (i) improve business environment; (ii) develop private sector capacities; and (iii) increase income/employment opportunities in select value chains (Fisheries, Agriculture and Tourism). The project interventions are focussed on “TKIII” Goals through systematic interventions in selected productive sectors of the economy (the priority sectors in updated DTIS 2016 and TPF 2016).
